Manga Entertainment have signed a distribution deal with online service Jaman, which appears to include UK distribution for most of their titles. The deal covers most of Manga's catalogue, including TV shows Astro Boy, Street Fighter II V, Noein, Karas and Tactics, and movies such as Ghost in the Shell and Castle of Cagliostro.
Jaman is a rental service, with content downloaded in HD format using a BitTorrent-style custom backend. US$2.99 for a movie (or US$1.99 for an episode of a TV series) gives you a 7-day rental window. While downloads may only be watched using the Jaman client software, that software is available for both PC and Mac, so they get brownie points from me. Some of the titles on offer have yet to be released on DVD in the UK, so it's likely IO'll be giving them a spin at some point.
As an aside, Central Park Media title Now and Then, Here and There is also available to UK users, and by all accounts should be well worth a look.
