1 - Crime Coefficient
In the future, people’s minds are analyzed to determine their criminal potential. On her first day on the job, Inspector Akane Tsunemori, along with two Enforcers, is assigned track down a man who, after being flagged as a potential criminal, went on the run, taking a hostage with him. He's now holed up in an abolition block, where technology won't work and where the 'residents' are mostly homeless squatters - lower life-forms, in the eyes of many. Which means that the raid to bring the fugitive in isn't going to mess around...


2 - Those Capable
While Kogami is recuperating from Akane’s Paralyzer shot, she begins to worry about whether she's suited to be an Inspector after the fallout from her first case. On her second day on the job, she begins to learn more about the Enforcers she works with...


3 - Rearing Conventions
Ginoza and Akane, along with the Enforcers, are brought in to investigate a death caused by a Drone at a Drone manufacturing plant. When the Psycho-Pass of the entire staff checks out, they question whether it was an accident or possibly murder...


4 - Nobody Knows Your Mask
When the CID is brought in to investigate a disappearance of Kimihiko Hayama, they discover that not only has he been killed, but that someone has taken over his net avatar, Talisman - a character well-known for the advice that he dishes out to those who ask for his help. The CID tries to track down the fake Talisman in order to find the killer.


5 - Nobody Knows Your Face
The CID’s hunt for Kimihiko Hayama’s killer leads them to another murder with the same modus operandi - this time, the victim was the person behind Spookie Boogie, who now has also been replaced. Talisman, meanwhile, is making a public show out of the team's botched attempt to capture him - and they still have no leads on who the person behind the avatar is...


6 - Return of the Psychotic Prince
After reading Kogami’s personnel file, which reveals that he was once an Inspector before his Crime Coefficient breached the allowed limits, Akane attempts to learn more about his past and happened that led to him becoming an Enforcer. Meanwhile, the CID detectives attempt to figure out who was helping Kanehara commit murders in the Hachioji Drone incident...


7 - Symbolism of the Bletilla Striata
The CID is called in to investigate the body found under a fountain Holo, and Ginoza decides to take Kogami off the case, due to the murder’s similarity to Kogami’s subordinate’s murder. Meanwhile, the killer begins preparing their next work...


8 - And Then, Silence
Although Kogami has been taken off the current murder case, he continues to investigate the case on his own. When he and Akane realize that the killer is within Oso Academy, the school the victims went to, they rush to the school to capture the killer...


9 - Paradise Fruit
Kogami, attempting to track down Makishima, takes Akane to visit his former teacher, Jouji Saiga, to get her a crash course on criminal profiling - a development that Ginoza doesn't approve of. Masaoka explains Ginoza's attitude to her by revealing his past. Meanwhile, Makishima discusses humanity and philosophy with Senguji, who reveals himself to be nearly a full cyborg. He gives him his next target: Shinya Kogami...


10 - Methuselah's Game
Akane gets an email from her friend Yuki. She says she wants to talk to Akane about a case in person, and specifies a time and a place to meet. When she's unable to contact Yuki after that, Akane enlists Kogami’s help in investigating what happened to her...


11 - Saint's Supper
While Senguji continues on with his hunting game, Kogami and Yuki try to stay alive. Meanwhile, not knowing what exactly is going on, Ginoza and the others respond to Kogami’s request for reinforcements, trying to stop the jamming and finding Kogami...


12 - Devil's Crossroad
Before Yayoi Kunizuka became an Enforcer, she was in a rehab facility, trying to purify her Hue so that she could return to society. Then, one day, Inspectors Ginoza and Kogami asked her to help them in an investigation. Knowing that there would be no chance of returning to a normal life if she became an enforcer, Yayoi refused - but Kogami, it seems, could be very persuasive...


13 - Invitation from the Abyss
While Kogami recuperates from his injuries after the attack by Senguji, Akane - knowing that her version of the events surrounding Yuki's death is being doubted by some - decides to undergo a Memory Scoop, a procedure that will extract Makishima’s face from her memories, even though it requires her to relive watching her friend be killed - a procedure that will almost certainly affect her hue...


14 - Sweet Poison
The team are called in to investigate an incident at a medicine clinic where the culprit simply walked in, killed some staff and stole some medicines without setting off security - possibly because helmet the man was wearing. It's not the only time the killer strikes, either - and more of the helmets seem to be coming into circulation. After the second attack, a suspect is identified - and Kogami comes up with a plan to bring him in...


15 - The Town Where Sulfur Falls
The Metropolitan area is facing an unprecedented crisis. People wearing helmets are committing crimes with impunity, knowing they can't caught by the street scanners. For the first time in years, the city's citizens are without the certainty of their own safety - and so they're picking up weapons in the name of self-defense. All of which is in line with Makishima's plans - but what is he trying to achieve..?


16 - The Gate to Judgment
After arriving at the Ministry of Welfare’s Nona Tower, Makishima and Choe Gu-Song seek out the source of the complex's large power consumption - which they're convinced will lead them to the core of the Sibyl System. In the meantime, Kogami, Akane and Kagari arrive at the Tower and try to stop them....


17 - Iron Heart
While the city is dealing with the aftermath of the riots, Ginoza is called in by the MWPSB Chief and told that the his unit can no longer investigate Makishima’s crimes, and that Division 1 is to be tasked with tracking down the 'missing' Kagari. If he isn't found (and he won't be), the unit will be held responsible for his 'escape'. Meanwhile, some members of the unit are taking the time to think about just what sort of society they've been working to protect...


18 - A Promise Written on Water
After Makishima’s escape, the MWPSB’s Chief assigns Division 1 to recapture him alive and orders Kogami taken off the case. However, Ginoza feels that Kogami is best able to track down Makishima, so he hatches a plan to keep Kogami on the case. But the Chief is on to Ginoza's plan, and swopps to take Kogami into custody...


19 - Transparent Shadow
After escaping, Kogami visits Saiga to ask for help determining what Makishima’s next move will be. Although Division 1 is assigned to capture Makishima alive and execute Kogami, Ginoza still hopes he can get Kogami to surrender before he kills Makishima...


20 - Where Justice Lies
The Dominator reveals the whole truth of the Sybil System to Akane. Knowing the truth, Akane must now decide how to proceed. Meanwhile, Kogami continues to pursue Makishima, who is making steady progress on his plan to bring down the Sybil System...


21 - Blood-Stained Reward
Following Makishima and Kogami, the CID Division 1 detectives arrive at the facility where the Uka-no-Mitama virus is managed. Now it’s a race between Kogami and the CID to see who can get to Makishima first and stop him from releasing the modified virus...


22 - Perfect World
Kogami and Makishima face off, with Kogami determined to bring his arch-enemy down once and for all. But Akane's equally determined to keep Kogami on the right side of the law, and rushes to do what she can to get Makishima into custody - alive, as she's been ordered to by Sibyl. But Kogami's not easily dissuaded from doing what he feels has to be done...
